Pennsylvania Fairs Animal Health Guidelines |
An Animal Owner or Caretaker's Verification of Veterinarian-Client-Patient Relationship form must accompany each exhibition animal, and must be presented upon arrival at all exhibitions in Pennsylvania. Dogs and poultry are exempt from this requirement.
All animals must be free of infectious and contagious diseases and a statement of this (preprinted on the CVI - requires veterinarian's signature) is required on the Certificate of Veterinary Inspection (CVI) when a CVI is required. Animals appearing unhealthy upon arrival may not enter the exhibition grounds.
Before importing animals from a state or area which is quarantined to prevent the spread of disease, owners must contact the Department to obtain current regulations regarding imports from that state or area. |
| Horses |
| Pennsylvania Horses |
- There are no exhibition requirements for Pennsylvania equine animals.
- A Certificate of Veterinary Inspection issued within the 30 days prior to the opening date of the exhibition is recommended.
- Vaccinations against the following diseases are recommended:
- Rabies
- Equine Influenza
- Equine Herpes Virus (Rhinopneumonitis)
- Eastern, Western, and Venezuelan Equine Encephalomyelitis
- All vaccine label directions must be followed, and the final dose of vaccine must be administered at least 15 days prior to entry into the exhibition.
- It is recommended that all equine animals have been tested negative for EIA by an official test within 12 months prior to the opening date of the exhibition. If this is required, a copy of the official test results must accompany each animal to its final destination. Foals less than 6 months of age accompanied by a dam which meets the above requirements are exempt from EIA testing requirements. If the dam does not accompany the foal, a coy of the dam's negative official EIA test results shall accompany the foal to its final destination.

| Out of State Horses |
- A Certificate of Veterinary Inspection issued within the 30 days prior to the opening date of the exhibition is required. EIA test results and date of the test must be included on the CVI.
- All equine animals must have tested negative for EIA by an official test within the 12 months prior to the opening date of the exhibition. A copy of the official test results must accompany each animal to its final destination. Foals less than 6 months of age accompanied by a dam which meets the above requirements are exempt from EIA testing requirements. If the foal is not accompanied by the dam, a copy of the dam’s test results must accompany the foal to its final destination.
- Vaccinations against the following diseases are recommended:
- Rabies
- Equine Influenza
- Equine Herpes Virus (Rhinopneumonitis)
- Eastern, Western, and Venezuelan Equine Encephalomyelitis
- All vaccine label directions must be followed, and the final dose of vaccine must be administered at least 15 days prior to entry into the exhibition.

| Pennsylvania Cattle |
- There are no exhibition requirements for Pennsylvania cattle.
- A Certificate of Veterinary Inspection issued within the 30 days prior to the opening date of the exhibition is recommended.
- Individual official animal identification is recommended. Official ID includes a USDA issued metal ear tag; a breed registration tattoo if the tattoo is legible and if a registration certificate (copy acceptable) or a Certificate of Veterinary Inspection which lists the tattoo and registry accompanies the animal at all times during transport from the premises of birth; or a Radio Frequency Identification (RFID) tag.
- Vaccinations against the following diseases are recommended:
- Rabies
- IBR
- PI3
- BRSV
- BVD
- All drug and vaccine label directions must be followed, including but not limited to milk and slaughter withdrawal periods, and the final dose of vaccine must be administered at least 15 days prior to entry into the exhibition.

| Out of State Cattle |
- A Certificate of Veterinary Inspection issued within the 30 days prior to the opening date of the exhibition is required.
- Individual official animal identification is required. Official ID includes:
- A USDA issued metal ear tag; or
- A breed registration tattoo if the tattoo is legible and if a registration certificate (copy acceptable) or a Certificate of Veterinary Inspection which lists the tattoo and registry accompanies the animal at all times during transport from the premises of birth; or
- An International Standards Organization (ISO) compliant Radio Frequency Identification (RFID) tag.
- Brucellosis Testing Requirements:
- No brucellosis test is required if the animal originates from a Certified Brucellosis- free Herd. The Certified Herd number and date of last test must be included on the Certificate of Veterinary Inspection.
- If not originating from a Certified Herd, animals six months of age and older (except steers) must be brucellosis test negative within the 30 days prior to the opening date of the exhibition.
- Tuberculosis Testing Requirements:
- No tuberculosis test is required if the animal originates from an Accredited Tuberculosis-free Herd. The Accredited Herd number and date of last test must be included on the Certificate of Veterinary Inspection.
- If not originating from an Accredited Herd, animals six months of age and older must be tuberculin test negative within the 30 days prior to the opening date of the exhibition.
- Vaccinations against the following diseases are recommended:
- Rabies
- IBR
- PI3
- BRSV
- BVD
- All drug and vaccine label directions must be followed, including but not limited to milk and slaughter withdrawal periods, and the last dose of vaccine must be administered at least 15 days prior to entry into the exhibition.

- Individual animal ID is required. ID options include the following:
- A form of official ID (herd tattoo in combination with an ear notch; or a state issued metal ear tag; or a Radio Frequency Identification tag); OR
- A plastic stamped ear tag.
- A Certificate of Veterinary Inspection issued within the 30 days prior to the opening date of the exhibition is recommended.

| Out of State Swine |
- A Certificate of Veterinary Inspection issued within the 30 days prior to the opening date of the exhibition is required.
- Individual official animal identification is required. Official ID includes:
- A herd tattoo in combination with an ear notch; or
- A state issued metal ear tag; or
- A Radio Frequency Identification tag
- Brucellosis Testing Requirements:
- No brucellosis test is required if the animal originates from a Validated Brucellosis- Free Swine Herd (a swine herd as defined in 9 CFR Part 78.1). If from a Validated Herd, the herd number and date of last test must be included on the Certificate of Veterinary Inspection.
- If not originating from a Validated Herd, out of state swine must be negative to a brucellosis test within the 30 days prior to the opening date of the exhibition.
- Pseudorabies Testing Requirements:
- No pseudorabies test is required if the animal originates from a Qualified Pseudorabies-negative Swine Herd (a swine herd enrolled in and in compliance with the Qualified Pseudorabies-negative Swine Herd plan as defined in 9 CFR 85. A Qualified Pseudorabies-negative Herd shall not be construed to mean every swine herd from a Stage V state, but only those herds in compliance with individual herd testing plans). If from a Qualified Herd, the herd number and date of last test must be included on the Certificate of Veterinary Inspection.
- If not originating from a Qualified Herd, out of state swine must be negative to a pseudorabies test within the 30 days prior to the opening date of the exhibition.

- A scrapie tattoo. Goats with an official scrapie tattoo must also have a unique individual animal ID to meet the scrapie ID requirement; or
- Goats having a breed registration tattoo and accompanied by a registration certificate are exempt from the scrapie ID requirement if the tattoo is legible and a registration certificate (copy acceptable) or a Certificate of Veterinary Inspection which lists the tattoo and registry accompanies the animal at all times during transport from the premises of birth; or
- A breed registration electronic implant device (the exhibitor must supply a reader).
- A Certificate of Veterinary Inspection issued within the 30 days prior to the opening date of the exhibition is recommended.

- A statement that the flock of origin was inspected and found free from symptoms of infectious or contagious disease.
- A statement that this flock has had no known exposure to or history of scrapie.
- Vaccination against the following disease is recommended:
- Rabies
- All drug and vaccine label directions must be followed, including but not limited to milk and slaughter withdrawal periods. The vaccine must be administered at least 15 days prior to entry into the exhibition.

- A statement that this flock has had no known exposure to or history of scrapie.

- A scrapie eartag; or
- A scrapie tattoo, or
- An RFID tag; or
- An electronic implant device (the exhibitor must supply a reader).

| Dogs for Exhibition |
| A current rabies vaccination is required for all exhibition dogs three months of age and older. All vaccine label directions must be followed, and the final dose of vaccine must be administered at least 15 days prior to entry into the exhibition. All rabies vaccinated dogs must be accompanied by a rabies vaccination certificate which must contain information fields consistent with the current version of the National Association of State Public Health Veterinarians Rabies Compendium (including, but not limited to, animal identification, breed, sex, age and color; the vaccination tag number; the vaccine name, lot number, duration of immunity, and manufacturer; and the date of vaccination), and must be accurately and legibly completed. The certificate must contain legible name and contact information of the veterinarian who administered the vaccine. A copy of the rabies vaccination certificate is acceptable. |
